Abstract
In the project research, it was aimed to identify and reveal the fiqh and economic sources related to the epidemic process, to seek ways to benefit from similar experiences in the past, and to determine the epidemic provisions regarding the worship and treatment of fiqh. In this framework, it is aimed to determine the status of financial contracts, the regulations of national/international fatwa institutions and boards and standard-making institutions, the attitude of Participation Finance towards crises and economic instability, and the solution offers for crises. Epidemic process catechism, prayer, fasting, pilgrimage, umrah, etc. has been outlined in a way to cover worship. In particular, the ethical-law balance in business/transactions, the ethical principles of cooperation, the effect of the epidemic period on financial contracts were examined by investigating what the provisions of the epidemic period were. The method and methods and basic principles of issuing fatwas in compulsory situations that arise during the epidemic process have been revealed. It has been stated in which areas the Islamic economy's participation banking, participation insurance and social-based participation finance instruments such as microfinance, zakat, karz-ı hasen (interest-free loan) and foundations can be solutions in the crisis process at micro and macro level. Establishing the provisions of the fiqh of the epidemic process, which includes the field of worship and treatment, institutionalizing the institutions of zakat and karz-ı hasen; At the point of minimizing the negative economic effects, the necessity of active use of institutions such as participation insurance and foundations has emerged. It has been demonstrated that participation finance institutions will increase their relations with the real sector, switch to a branch-based banking approach based on specialization, and use partnership and risk-sharing contracts instead of debt-based contracts, will protect their strong structure against crises. It was stated that the development of participation-based social finance institutions, the importance of the central bank's gradual transition from partial reserve to full reserve application, and the need for detailed studies on epidemic fiqh and the need for joint work of relevant institutions and organizations for this.
