Abstract
In the research project structures of health care and health protection are examined. The focus is on how the respective organizational units are structured, how they work together to restore, safeguard and improve health, and in what form the responsible actors cooperate. The first is primary care, which, apart from emergency care, is mainly provided outside of the hospital, care within the hospital, care facilities and public health facilities. Public health facilities are primarily units with responsibilities for health promotion, prevention and protection against communicable diseases and thus the facilities that, at the local level, etc responsible for protecting the population in the event of an epidemic. It is also examined which tasks and functions these public health institutions, such as health authorities in Germany, have taken on in cooperation with the organizational units and actors of the health system during the Covid-19 pandemic. This is a complementary, albeit important, part of the overall project. The core of the research project is geared towards how health system, nursing and public health facilities are structured, which actors are central here, in what form and with what goals they cooperate, and how they are supported by digitization processes. The focus is also on how these structures and processes affect the care of patients and the health protection of the population. In summary, the following research goals are being pursued: 1. Development of an analysis framework for recording the structures of the health system and public health facilities at the local level. 2. Mapping of health system structures and public health institutions at local level in Germany, Sweden and Great Britain. 3. Comparative analysis of these structures and the cooperative relationships between the organizations and actors involved. 4. Comparative analysis of the extent to which this cooperation is supported by digitization processes. 5. Comparative analysis of how health system and public health institutions operate and cooperate,
