Abstract

Recent health crises have highlighted the importance of the One Health (OH) approach, which integrates human, animal and environmental health via a collaborative, transdisciplinary and multisectoral approach. The Democratic Republic of Congo (DRC), a major focus of zoonotic diseases such as Ebola and Mpox, illustrates the challenges of operationalizing OH platforms: recent decentralization, limited coordination, lack of training and inadequate infrastructure. The DÉPOS project aims to evaluate the evolution of the governance and operationalization of OH platforms in the DRC since 2022, by combining mapping and stakeholder analysis, evaluation via the NEOH (NEtwork for Evaluation of One Health) framework, monitoring of "One Health-ness" indicators and participatory review of the theory of change. The methodology includes: identification and classification of actors, analysis of relationships and attitudes, monitoring of progress and formulation of recommendations to strengthen coordination, communication, governance, prevention and detection and response capacities to infectious diseases. Secondary data from a related project will enrich the analysis, focusing on the impacts of emerging diseases on gender and vulnerable groups, socioeconomic status and protein consumption, as well as community perceptions of health and authorities. This data will be used quantitatively and qualitatively, making it possible to cross-reference the OH governance indicators with the experience of the communities. The project also includes a component of strengthening OH operationalization in decentralized areas. DEPOS will generate scientific, professional and social benefits, including the documentation of actor networks, the development of innovative methodologies, the strengthening of local capacities and the increased participation of OH stakeholders.
